we know the distance and the time, we are looking for rate:

rate = distance / time

in this case it is miles per hour.  the second half of the journey was just as long as the first half or 3 miles.  however it only took 1/3 of an hour to complete.

rate = 3 miles / (1/3) hours

a whole number divided by a fraction is calculated by inverting the fraction and multiplying:

rate = 3 miles * (3/1 hours) = 9 miles / hour
